Under general supervision and reporting to the Technical Operations Manager: Provides supervision, training, discipline and leadership to the Control Center team. Assumes responsibility for the operation of the transmission, distribution, station and generation systems of the City during the assigned shift. Schedules and assists with the maintenance of the power plant equipment.
Qualifications:
High School GED or equivalent AND Four (4) years experience in the electrical field. Must have basic math skills. Journeyman Control Operator and/or NERC certified OR Equivalent. Must have knowledge of electric systems.
Probation Period Applicant will be on probation for 6 Months.
Responsibilities:
Oversees and supervises all things pertaining to the System Operations Control Center
Schedules and maintains coverage for 24 hour operation of control center
Schedules and conducts training meetings and ensures all operators are up to date on continuing education training and establish and follow best practices and SOP's.
Schedules and conducts Safety meetings and teaches and establishes a safety culture
Mentors and teaches Apprentices and supervises their training and progress and establishes safe policy and procedure for all control center technicians
Schedules and conducts SOCC tours and other educational opportunities for the public relating to the control center.
Communicates with GIS department to ensure GIS and Mapping is up to date
Performs all duties of Foreman and Control Center Technician and like or lesser duties as assigned by the Technical Operations Manager such as:
Ascertains current switch arrangements and plant operating conditions through communication with the previous operators when relieving or assuming a shift. Required to work rotating shifts in order to provide a 24-hour service.
Oversees and prepares switching procedures and conducts all switching operations to transfer loads between substations and distribution circuits. Responsible for authorizing and providing clearances for switching, grounding and any protective measures. Prepares switching procures and clearances for pre-arranged outages.
Ensures required FERC and other agency reporting is completed and submitted accurately and on time.
Oversees, schedules and performs routine duties including painting and cleaning of the power plant to maintain a clean and safe environment.
Be actively involved and pursue additional job related training through correspondence courses or department in house training.
Buys and sells power on the Power Exchange to cover and optimize shift power loads under guidelines of operating procedures set up by Resource Planning.
Directs service restoration activities in conjunction with power outages. Receives telephone calls from customers and helps in the diagnoses of the trouble. Analyzes trouble situations and calls out proper personnel as needed. Coordinates the restoration activities through communication with department personnel and by the use of distribution and phasing map.
Receives and handles telephone calls from customers requesting repairs, connects and disconnects and non-payments.
Operates and monitors the Supervisory control equipment which controls all functions of the transmission distribution and generation systems including all substation and high voltage switching facilities.
Maintains the dispatching log for all activities. Performs clerical work to prepare daily trouble reports and system reports. Records in daily logbook switching orders, readings of switchboard meters and instruments necessary of daily, monthly and permanent operating records.
Assists in minor and major maintenance and repair of all plant equipment. Has a working knowledge and understanding of the operations of all the plant's systems, including, but not limited to; the air, fuel oil, lube oil, natural gas and water systems. Assists and works with the maintenance personnel on minor and major overhauls of plant equipment.
Knowledge, Skills, and Abilities:
Knowledge of computer software used to perform spreadsheets, computational, budgetary.
Knowledge of basic electric systems.
Skill in math sufficient to be able to add, subtract, multiply and divide all units of measure.
Skill in reading and understanding instructions, safety rules, switching orders, etc.
Skill in writing outage and callout reports with the proper format, punctuation, spelling, and grammar using all parts of speech.
