Position Description
The Construction Quality Assurance Coordinator is the College's onsite representative for the observation of design professional and contractor construction activities, progress, and quality. The incumbent will coordinate with architects, engineers, and contractors to ensure they are meeting the requirements for acceptance of completed work. This position is responsible for understanding construction plans and specifications, construction quality assurance, project documentation, construction site safety, schedule conformance, and federal, state, and local building codes. This position is also responsible for documenting the progress of construction projects utilizing the Wake Technical Community College documentation process and templates and implementing industry best practices.

Responsibilities and Duties (*Essential Functions)

*Reads and interprets construction plans and specifications, construction quality assurance requirements, project documentations, and architectural and engineering blueprints from various engineering disciplines to review conformance and document non-conformance work by contractors.

*Performs regular observations of construction projects with regard to quality, quantity of materials, installation methods used, conformity to specifications and industry standards, owner's intent, code requirements, schedule conformance and contract documents.

*Monitors construction schedule, progress, and contractor staffing. Documents construction schedule conformance and delays and identifies potential delays.

*Observes and documents standards of performance testing procedures for adherence to the design and specification requirements. Oversees all types of testing methods and maintains high standards of quality for all processes.

*Attends meetings including but not limited to design, pre-construction, periodic construction progress, pre-installation, commissioning, punch list and closeout meetings.

* Documents and reports field observation discrepancies and testing failures to the Project Manager and Director. Aides in developing or approving acceptable methods of resolution for discrepancies.

*Collaborates with the project management team to ensure material procurement and quality meets the specifications depicted in the contract documents.

*Reviews independent testing results performed by contracted laboratories and specialty engineering services. Interprets results and reports deficiencies to the project team. Follows-up to document correction of deficiencies and any outstanding deficiencies.

*Reviews quality of all materials on site to ensure compliance with all project specifications and quality.

Approves required observation of key material or methods testing with designated governing authorities.

Provides technical information, schedule review, and construction cost information to the Project Manager to assist in contract negotiations for contracts and change order modifications during construction.

Evaluates proposals and is a voting member on designer and construction manager selection committees.

Aides the Project Manager in review of contractors' pay applications to note any discrepancies between progress of field work and requested payments.

Ensures field work supports requested payments.

Generates and compiles daily field and observation reports.

Confers with architects, engineers, code officials and field representatives to regarding issues or discrepancies related to meeting applicable codes, statutes and guidelines.

Participates in final inspections with designers and contractors to ensure compliance with contract documents. Recommends acceptance for occupancy to the Wake Tech project management team.

Review operation of construction safety precautions and traffic control measures. Document any safety issues or concerns.

Completes annual applied benchmark project on an individual or group basis.

Qualifications
Knowledge, Skills & Abilities:

Ability to perform all duties in a safe manner

Familiar with OSHA 10 or OSHA 30

Ability to climb ladders, walk long distances over uneven terrain, as well as sit, stand, and crouch for long periods

Ability to monitor and evaluate construction schedules

Ability to understand all trades and their construction sequencing including but not limited to: civil, mechanical, electrical, plumbing, architectural and exterior landscaping

Demonstrated skill at interpreting architect/engineer's drawings and specifications

Ability to understand construction practices and State Construction Office (SCO) requirements

Knowledge of Building Construction and Life Safety codes

Ability to exhibit good interpersonal skills and work well with others

Able to maintain records accurately and be able to meet deadlines consistently

Ability to travel to various campuses

Ability to navigate safely through active construction projects

Excellent organizational skills

Excellent communication skills, both written and verbal

Intermediate skills with MS Office products

Understand and use the Construction Specification Institute (CSI) Divisions and standard outline

Understanding of typical scheduling and drafting software typically used in the construction industry
Requirements:

Associate's degree in Construction Management, Engineering, Architecture or related field;

Ten years of experience in construction or related field;

Or an equivalent combination of education and experience

Valid driver's license with approval required by the College's Liability Insurance Carrier
Preferences:

Bachelor's degree in Construction Management, Engineering, Architecture or related field.

Fifteen years of experience in construction or related field

Professional certification or license in Construction Management, Engineering, Architecture or related field.
