Overview

The Project Integration and Execution (PI&E) division delivers mission-ready projects from concept inception through readiness and beneficial use in support of the forward-looking PNNL campus strategy, emerging research needs, and the ongoing investments in modernizing and maintaining PNNL's existing facilities, utilities, and infrastructure. PI&E excels in actualizing projects that maximize safety, functionality, and reliability, while optimizing the efficiency, sustainability, and life-cycle operating costs of PNNL facility and infrastructure capabilities to enable a mission ready world-class research and development campus for the Department of Energy.

Responsibilities

This position performs as a Senior field deployed Construction Safety and Health (S&H) professional providing services to PNNL's Project Integration and Execution Division (PIE) . This position will assist Construction Managers and Project Managers with construction safety and health issues that may arise during construction of new facilities, renovating existing facilities, and servicing and maintenance activities. This position works within the Facilities & Infrastructure Operations Division (F&IO), which manages Pacific Northwest National Laboratory facilities. This position is responsible for providing oversight to ensure contractors operate in a safe and compliant manner. This position manages operational risks associated with contractor performance.

Responsible for the safe delivery of campus construction, planned major maintenance, and contracted services projects. This includes ensuring compliance with DOE regulations, standards and best practices, reviewing/approving various contractor safety submittals, and conducting field observations.

Key Responsibilities:
  • Promote a culture of safety by providing senior level leadership to contractor supervision and staff.
  • Serve as a safety leader and advocate, promoting continuous improvement in all aspects of worker safety and health.
  • Collaborate with project teams to integrate safety into project planning and execution.
  • Identify, evaluate, legacy facility (asbestos, beryllium, silica, lead, nano, & chemical), construction hazards, and assess contractor controls to ensure mitigations are within the framework of DOE, PNNL, OSHA, and WAC requirements.
  • Responsible to act as central point-of-contact for resolving construction safety and health related hygiene concerns.
  • Develop safety and health related contract documents.
  • Provide oversight of contractor work activities.
  • Investigate accidents, injuries, and illnesses.
  • Develop corrective actions and lessons learned from accident investigations, fact finding meetings, and day to day observations.
  • Provide solutions to complex construction safety problems.
  • Develop various PNNL internal Permits (Electrical, Fall Plans, Blind Penetration, etc.).
  • Participate in work planning, daily pre-job meetings, and prevention through design (PtD) processes.
  • Maintain accurate and comprehensive project safety records and documentation.
  • Use Procore, a comprehensive construction management software, to facilitate contractor submittal review/approval process, respond to contractor inquiries, document field observations, etc.

Additional Responsibilities:
  • This position is accountable to the PIE Construction Safety Team Lead for complying with Laboratory policies, standards, procedures, and performance reviews. Provide mentoring to your peers when needed. Hold others accountable to organizational processes and procedures. Contribute to the success of your customer's mission and organization by implementing safe conduct of research principles.
  • Possess strong industrial hygiene skills associated with the ability to use specialized equipment to evaluate employee exposures. Working knowledge of NFPA 70E requirements.

Qualifications

Minimum Qualifications:
  • BS/BA and 7+ years of relevant work experience -OR-
  • MS/MA and 5+ years of relevant work experience.

Preferred Qualifications:
  • Demonstrated experience working in construction with applied industrial hygiene skills.
  • Working knowledge of industrial hygiene monitoring equipment and analytical methods.
  • Strong understanding of 29 CFR 1926, 10 CFR 851 with heighten knowledge of fall protection, electrical, excavation, hazard energy control, & hoisting and rigging, asbestos, lead, and beryllium.
  • Strong personal skills related to coaching, educating, and guiding sub-contractor staff regarding safety and health matters.
  • Excellent negotiation skills and must be able to effectively communicate with a variety contractor work force staff and line management.
  • Demonstrated company level leadership by solving unusually complex technical problems and with innovative solutions that ensured safe and compliant work execution.
  • Certified Industrial Hygienist or master's degree in industrial hygiene or related field.
  • Washington State Certified Asbestos Inspector and Certified Asbestos Supervisor.

Hazardous Working Conditions/Environment

The incumbent must be able to qualify as a Radiological Worker and beryllium worker for entry into radiological and beryllium-controlled areas at PNNL. The incumbent may occasionally perform work with radioactive materials or be in the vicinity of radiation fields and may be involved with emergency response activities. The incumbent may also receive minimal exposure to workplace hazards, including toxic chemicals, noise, lasers, and magnetic fields. May wear a respirator in performance of duties. The incumbent will also work in laboratories, around maintenance and construction activities and may be exposed to various physical hazards such as moving machinery, cranes, ladders, scaffolds, etc.
